The City of Trenton's WWTP, under Program 3 of 40CFR Part 68, will implement all the elements associated with OSHA's PSM regulations to prevent the development of hazards, to identify root causes of accidents, and to prevent recurrence of any accident(s) during the life of the Plant. Since the WWTP is a non-responding facility, an emergency action plan, in accordance with OSHA standards, is followed during a catastrophic event (at the Plant) whether or not it is an accidental release or a fire. Additionally, the WWTP is included in the WCLEPC plan as well as the City's emergency operations plan for accidents of great magnitude. Typically, the local fire and police departments respond to any calls received from the WWTP.
