Risk Management Plan- EXECUTIVE SUMMARY 
 
1. The facility Policy: 
 
   The owners, management and employees of Farmers Elevator Company are Committed to the prevention 
   of any accidental release of anhydrous ammonia or propane gas.  If an accidental release should accur 
   the facility is prepared to work with the local fire department, or other authorities, to mitigate any  
   release and minimize the impact of the release to people and the environment. 
 
2. Facility Information: 
 
   a. The primary activity at the facility is the storage of grains and the blending of fertilizers for sale to the 
       farmer.  Anhydrous ammonia is received, stored and distributed as a fertilizer for crop production. 
       Ammonia is stored in to approved storage tanks with a total capacity of 210,000 pounds. 
   b. Propane gas is also received, stored and distributed from this facility for the use in grain dryers 
       and home heat.  Propane is stored in three approved storage tanks with a t 
otal capacity of 200,000 
       pounds. 
 
3. The worst-case release scenario and alternative release scenario.  ( Ammonia and Propane) 
 
  a. The worst-case release scenario for Ammonia would be the release of the total contents of both tanks 
      released as a gas over ten minutes.  The maximum quantity released would be 200,000 pounds. 
 
4. The accidental release prevention program: 
 
   a. Annual training of all full-time and part-time employees in emergengy response and worker protection 
       is just one way the facility prepares its self for a accidental release. The company also complies with: 
   b. The U.S. Occupational Safety and Health Administration Standard- 29 CFR 1910.111 Storage and 
        and Handling of Anhydrous Ammonia. 
   c. The U.S. Occupational Safety and Health Administration Standard- 29 CFR 1910.110 Storage and  
       Handling of Liquefied Petroleum Gases. 
 
5. The Five-Year Accident History: 
 
   There have been no accidental releases of anhydrous ammo 
nia or propane gas in the past five years 
   that: 
 
   a. Have caused any deaths, ijuries, or significant property damage at this facility; nor 
   b. To our knowledge, have resulted in offsite deaths, injuries, evacuations, sheltering in place, property 
       damage, or environmental damage. 
 
6. The Emergency Response Program: 
 
    * The facility has a written emergency action plan, in accordance with OSHA Standard, 29 CFR.38 
    * The facility also provides state and local authorities planning and community right to know information 
       as required under SARA TITLE II. 
 
7. Planned changes to improve safety: 
 
   Safety improvement is an on-going process at the facility.  Periodic evaluation are preformed to assess 
   the maintenance and the training to maintain safe conditions.  There are no additional specific anhydrous 
   ammonia or propane gas safety recommendations for implementation at this time.
