EXECUTIVE SUMMARY 
 
 
Purpose 
 
   The goal of the Risk Management Program is to minimize the risk to the employees and the public of injury or death from the accidental release of chemicals.  The Board of Directors and Staff of the Bluebonnet Water Supply Corporation are committed to achieving this goal. 
 
Scope 
 
   The overall responsibility of the Accident Prevention Program is the responsibility of Board of Directors of the Bluebonnet Water Supply Corporation, with the implementation and integration of the individual elements assigned to the operations staff. 
 
Management System (68.15) 
 
7 Bluebonnet Water Supply Corporation has developed a participatory system by which the Risk Management Program is devised, maintained and implemented.  
7 The overall responsibility of the above rests with the General Manager. 
7 Other employees have been assigned to assist the General Manager with RMP Program Elements 
 
Safety Information (68.48) 
 
The following are maintained in the main office and laborator 
y for easy employee access: 
 
1. Material Safety Data Sheets  
2. Chemical Safety Information  
3. Maximum Intended Inventory  
4. Safe Upper & Lower Temperatures, Pressures, Flows, and Compositions 
5. Equipment Specifications 
6. Design Codes and Standards  
 
Hazard Review (68.50) 
 
7 Bluebonnet Water Supply Corporation will conduct periodic reviews the hazards associated with the regulated substances, process and procedures and will identify the following: 
1. The hazards associated with the process and regulated substances. 
2. Opportunities for equipment malfunctions or human errors that could cause an accidental release. 
3. The safeguards used or needed to control the hazards or prevent equipment malfunction or human error. 
4. Any steps used or needed to detect or monitor releases. 
7 The following checklist, from Compliance Guidance and Model Risk Management Program for Water Treatment Plants, American Water Works Association Research Foundation, 1998. 
7 The results from the checklist will 
be reviewed to insure problems are resolved in a timely fashion. 
7 The review will be updated every five (5) years, or when a major process change is instituted. 
Operating Procedures (68.52) 
 
7 The Bluebonnet Water Supply Corporation has a site specific operations and maintenance manual prepared in accordance with Rule 30 TAC 290.42(j) of the Texas Natural Resource Conservation Commission.  It specifically addresses the following items: 
 
1. Initial Start-up 
2. Normal Operations 
3. Interim Operations 
4. Emergency  Shutdown and Operations 
5. Normal Shutdown 
6. Start-up procedures following shutdown 
7. Consequences of deviations and steps required to correct and avoid deviations 
8. Equipment Inspections 
 
7 The manual is reviewed and updated annually or upon change in process, procedure, or equipment.   
 
Training (68.54) 
 
The Bluebonnet Water Supply Corporation is committed to training of all employees involved in the handling of toxic/hazardous chemicals and has developed a set of proced 
ures to be followed in the event of a significant release incident. 
 
Maintenance (68.56) 
 
Maintenance procedures are detailed in the Operations and Maintenance Manual and in pamphlets from the Chlorine Institute. 
 
Compliance Audits (68.58) 
 
The compliance audit was designed for Bluebonnet Water Supply Corporation to identify shortfalls within the plant facility, so that action can be taken and work completed in a specified period of time.  The questions are asked of the person responsible for the program. 
 
Incident Investigation (68.60) 
 
The Bluebonnet Water Supply Corporation is concerned about the safety of plant personnel and residents of the surrounding area.  Therefore incidents will be investigated in the following manner, using the guidelines below and the forms provided. 
 
1. Personnel of the Bluebonnet Water Supply Corporation shall investigate each incident which resulted in or could have resulted in a catastrophic release. 
2. Any incident of substantial proportion shall be in 
vestigated as quickly as possible, but no later than forty-eight (48) hours following the incident. 
3. An incident summary shall be prepared at the conclusion of the investigation which includes (at minimum): 
7 Date of incident 
7 Date investigation began 
7 A description of the incident 
7 The factors that contributed to the incident 
7 Any recommendations resulting from the investigation 
4. The investigation findings from the above shall be promptly addressed and resolved, with all resolutions and corrective actions documented. 
5. The findings shall be reviewed with all affected personnel whose job tasks are affected by the findings. 
6. Investigations summaries shall be retained for five (5) years. 
 
Emergency Response Program (68.90) 
 
The Bluebonnet Water Supply Corporation maintains up-to-date and complete written emergency action plans (EAPs) and effective response capabilities for all covered processes.  Comprehensive emergency action plans, when combined with emergency response trai 
ning and drills, can effectively minimize the impact of an accidental release by ensuring proper and quick facility response. EAPs shall be maintained in the control room to allow routine access by all facility personnel.  Emergency response training documentation will be maintained by the BWSC Manager.  The BWSC Manager will track the completion of the necessary training and maintain training records.
