The accidental releases prevention and emergency response policies at the United Cooperative Association at Luana Iowa. 
This facility complies with OSHA (29CFR 1910.111) and ASTM standards for storage and transfer to farm application tanks for anhydrous ammonia. It is the policy to adhere to all applicable federal, state, and local laws. If an emergency were to occur, it is our policy to notify the Clayton County LEPC and the Luana Fire Department and respond to the emergency. 
A description of your facility and the regulated substance handled. 
This facility is a retail fertilizer supplier of anhydrous ammonia to farmers and  the  storage of anhydrous ammonia is an annual process. Primary transfer of anhydrous ammonia to nurse tanks is done in the Spring and Fall during peak fertilizer application seasons. Storage consists of two tanks totaling 50000 storage capacity. 
The worst -case scenario. 
Our worst-case scenario is failure of one storage tank when filled to the greatest amount allo 
wed, resulting in a vapor cloud floating over the ground until it disperses. According to EPA's RMP COMP tables, the distance to the endpoint is 6.9 miles. The total affected population would be 3087 people involved with residences, industry, businesses, and schools.

This facility complies with EPA's accident prevention rule and all applicable state and local codes and regulations. The anhydrous ammonia system is designed, installed, and maintained according to OHSA, federal, state, and local regulations.  
Five-year accident history. 
The United Cooperative Association has not had an accident involving anhydrous ammonia that caused a death, property, or environmental damage, evacuations, or sheltering in place. 
The emergency response program. 
In the event of an emergency involving our annhydrous facility, it is our policy to notify the Luana Fire Department and the Clayton County LEPC and request th 
ey respond to  the emergency. We have discussed this policy with the fire department and the local LEPC as the handling of a leak of anhydrous ammonia and the actions to be taken.
