Policies 
 
BASF Corporation has the following Corporate Guidelines related to environmental, health and safety:

7 An important contribution to "Sustainable Development" is our involvement in the "Responsible Care" initiative worldwide.  This applies to our products and services in all our businesses and affiliates. 
7 We are committed to making continuous improvements in safety, health and environmental protection.  We do this acting on our own initiative and in consultation with recognized regulatory authorities.  We take any action judged to be necessary, whether or not dictated by statutory obligation or official regulations.

The BASF Corporation Charlotte-Chesapeake Drive Site implements these policies through site-specific programs and procedures. 
 
 
Facility Description 
 
The BASF Corporation Charlotte-Chesapeake Drive Site uses acrylonitrile, chlorine and sulfur dioxide.  
Acrylonitrile is used in the polyacrylate process. Chlorine and sulfur dioxide are used for the production of synthetic leather tanning oils.  The products manufactured here are used in the textile and leather finishing industries.   Dyes and pigments for these industries are also mixed and shaded at the site. 
 
Release Scenarios 
 
Worst Case 
7 The worst case scenario involves the 
release of chlorine from a railcar with off-site impacts. 
 
Alternative 
 
7 The alternative release scenario for acrylonitrile is a  process line rupture, inside a dike, with off-site impacts.  
 
Active mitigation measures in place include an acrylonitrile detection and alarm system. 
The dike surrounding the storage tank is a passive mitigation system. 
 
7 The alternative release scenario for chlorine is a  pipe leak, inside a process building, with off-site impact. 
 
Active mitigation measures in place include a chlorine detection and alarm system interlocked to the supply valve at the chlorine railcar. This limits the quantity released. 
 
For this indoor release, the building is a passive mitigation measure  as the material is released to the atmosphere at the height of the building roof vent. 
 
7 The alternative release scenario for sulfur dioxide is a vessel leak with off-site impacts. 
 
Active mitigation measures in place include a sulfur dioxide detection and alarm system. 
 
Accidenta 
l Release Prevention Program 
 
To prevent accidental releases, this facility is in compliance with the EPA Risk Management Program, the OSHA Process Safety Management standard, and the Chemical Manufacturer Association's Responsible Care Process Safety Code. 
 
Five Year Accident History 
 
This facility has had one accidental release in the past five years which meets the reporting criteria. 
 
The chemical released was chlorine.  There was no off-site impact.  As a result of the incident corrective actions included; improving associated equipment, the revision of operating procedures and employee training. 
 
Emergency Response Program 
 
This facility has an emergency response plan that is coordinated with the community plan.  Hazmat team members are trained and participate in drills regularly. 
 
Planned Changes to Improve Safety 
 
Facility processes are routinely changed to improve safety as a result of employee suggestions, process hazard analyses, incident investigations, etc.
