Risk Management Plan (RMP) Executive Summary Fort Benton Ammonia Facility Fort Benton, MT 1. Accidental Release Prevention and Emergency Response Policies Farmers Union Oil Co. of Great Falls, as a local farmer owned cooperative, is committed to providing a safe environment to our employees, neighbors, customers, and the protection of natural resources. This commitment is shown in our steps taken to prevent accidental releases through facility design, installation, operating procedures, maintenance, and training of employees. Control measures are implemented to prevent possible releases of regulated substances. If a release does occur, we have communicated with the Fort Benton Fire Department to provide emergency response expertise. 2. Stationary Source and Regulated Substances Handled The Farmers Union Oil Co. facility is an anhydrous ammonia storage tank, providing fertilizer for crop production. The tank, at Fort Benton (Figure 1), has a capacity of 30,000 gallons. The maximum amount stored is 25,500 gallons (132,600 pounds) at the maximum filling capacity of 85%. 3. Worst Case Release and Alternative Release Scenario The Degadis modeling system was used for the worst case scenario of the offsite consequence analysis for this facility. The following comments provide the details for this scenario. The worst case release scenario accounts for a catastrophic release of ammonia. In this case the entire contents of the anhydrous ammonia tank (132,600 pounds) are assumed to be released in a gaseous form in a period of 10 minutes. The conditions of the release consider a stability Class F, wind speed of 1.5 m/sec., a rural topography, and the maximum distance to the toxic endpoint of 200 PPM is 2.41 miles. (Figure 2) The alternative release scenario considers a hose failure resulting in the release of 12,000 pounds of amm onia in the gaseous form for a period of 2 minutes. The stability is Class D with a wind speed of 3 m/sec., the maximum distance to toxic endpoint of 200 PPM is 0.83 miles. 4. General Accidental Release Prevention Program Farmers Union Oil Co. has taken steps to comply with EPA's accidental release prevention requirements as set forth in 40 CFR part 68 and. " The following sections describe the steps in place for the release prevention program for our stationary source. Facility Safety Information Farmers Union Oil Co. keeps a record of safety information that describes the hazards, operating guidelines, and equipment used in the storage of ammonia (Appendix E). Process Hazard Analysis We conduct inspections to make sure hazards associated with ammonia storage are identified and controlled. Any problems are addressed in a timely manner. Operating Procedures There are written operating procedures for the safe execution of all activities. The information is reviewed regu larly and accessible to operators (Appendix B). Training Farmers Union Oil Co. has a training program for all employees who may be involved in the process, to ensure they know proper operating procedures. (Appendix C). Mechanical Integrity Farmers Union Oil Co. conducts and will document planned maintenance checks and of equipment involved in the process. Qualified employees who have experience in maintenance practices complete maintenance checks. Equipment receiving maintenance checks include: storage tanks, piping and hoses, pressure relief valves, pumps and controls. Any problems are corrected in a timely manner (Appendix D). Compliance Audits Farmers Union Oil Co. conducts regular audits to verify compliance with 40 CFR 68. Any issue not in compliance is corrected. Employee Participation Accident prevention and safety management requires contributions from all levels of employees. All employees are encouraged to make recommendations for accident prevention and improveme nt, and have access to all information that comprises the RMP. 5. Five Year Accident History There is no record of any accidents at the facility in the last five years. 6. Emergency Response Plan Farmers Union Oil Co. has a written emergency response plan to deal with an accidental release. The plan includes notification of the response agencies, first aid and medical treatment, evacuations, and documentation of the release and response.
