This plan shall have the effect of the law whenever a disaster, as defined in pertinent County statues, is proclaimed. This plan is designed to provide emergency action to minimize hazards to life, health, or property caused by any accident involving uncontrolled release of harzardous materials such as toxic chemical (Chlorine). The most likely cause of such release could be an accident involving a vehicle transporting such material which damage to the containers of the hazardous material so that an uncontrolled or inadvertent release is effected and that the release causes a hazard to person or property through possible toxic physcial effects from gases or fumes, or corrosive action due to contact with the substance.
