City of Havre de Grace Wastewater Treatment Plant 
 
The City of Havre de Grace has a preventative maintenance program to prevent accidental releases of Chlorine gas.  Training is provided to all site personnel on appropriate response to an accidental release.  The response will vary with the training level and is stipulated in our emergency manual. 
 
Training includes but is not limited to: 
    On-site on the job 
    On-site by consultants with both classroom and hands on training 
    Off-site through Maryland Center for Environmental Training 
    Off-site through Maryland Rural Water 
 
The Havre de Grace Wastewater Treatment Plant is a facility engaged in the treatment of wastewater, using chlorine gas as the final disinfectant. 
 
The worst case release scenario would be from a cylinder containing one ton of compressed gas chlorine with a rupture estimated at one square inch six inches above the liquid level (from being dropped during off-loading from the truck).   The release would b 
e estimated at 5 minutes and would have a toxic end point of 0.9 miles to the West and 2.2 miles to the East over the Chesapeake Bay. 
 
The alternative scenario would be a cylinder containing one ton of chlorine compressed gas.  The release would be in an enclosed room with a toxic endpoint of 0.9 miles to the West and 2.2 miles to the East over the Chesapeake Bay. 
 
The City of Havre de Grace complies with the OSHA Process Safety Management Rule and keeps on line inventory of chlorine gas below 2500 pounds. Storage is kept to three separate one ton cylinders.  The feed systems are vacuum regulated and any failure in the system shuts down with passive mitigation.  It takes a vacuum to feed the chlorine, without the vacuum the system shuts down. 
 
The City of Havre de Grace has had no accidental release of chlorine in the past five years. 
 
The Havre de Grace Wastewater Plant has an emergency response plan coordinated with the Harford County Local Emergency Planning Committee, which the Cit 
y is a member. 
 
The City of Havre de Grace Wastewater Operators are 40 hour Haz-Mat trained with annual refreshers held on-site with both classroom training and hands on repairs of simulated leaking cylinders.  Annual physicals are provided to employees which includes respirator certification. 
 
Preventative maintenance is done by the manufacturer's representative on the schedule recommended by the manufacturer.
