M & M Chemical Company owns and operates the Attalla, Alabama site for waste solvent collection and processing. The site receives these waste materials from various plants throughout the region. Receipt is by rail transportation as well as truck ( tanker and closed van with drums). The site personnel receive the waste solvents and process them under regulated conditions to ensure minimum impact to people and the local environment.The blending of the solvents and other combustible materials into a usable fuel is done under strict parameters. The site has a newly modified Process Safety Program. 
 
The site is located in the Attalla, Alabama area adjacent to Interstate 59 in a rural setting.  Access to the site is through a railsiding (Norfolk and Southern) or the main roadway Valley Drive (Old Highway 11).  The site receives and processes fifteen million gallons of material annually.  The process occurs in the on-site storage tanks (eight) and various other smaller process vessels.  The s 
ite conducted an extensive review of the regulated materials and has determined that the worst case scenario is the release of carbon disulfide.  The envelope of exposure is estimated to be approximately 0.38 miles.   
 
Several alternatives have been developed and all involve a release which remains on-site.  The local Emergency Response Organization, Reece City Volunteer Fire Department has been included in the discussions of these scenarios.  The public receptors for the site involve less than ten residences.   
 
The site has not experienced a reportable incident under the criteria established during the past five years.
