skin. Fire will produce irritating, corrosive and/or toxic gases. Contact with gas or liquefied gas may 
cause burns, severe injury and/or frostbite. Runoff from fire control may cause pollution. 
 
FACILITY RESPONSE POINT (RP) AND DIRECTION: 
The primary response point is at the facility 's front gate. If this impractical, the alternate 
response point is the Northeast corner of Kentucky State Route 312 (Gordon Hill Road) 
and Highland  Avenue. At either response point the facility representative will have in 
hand a copy of the facility Title III, appropriate MSDSs and be prepared to brief response 
personnel. 
 
STAGING AREA: (SUPPORT UNITS WILL REPORT AND AWAIT ASSIGNME 
NT 
BY LOCAL ORGANIZATIONS): 
 
Corbin Fire Station located at 805 Main Street in Corbin. The fire station is located within 
Three (3) to Five (5) minute driving distance of the facility. 
The Incident Commander will authorize reentry into the evacuated area. The Natural 
Resources and Environmental Protection Cabinet Personnel or other qualified personnel 
will determine if the evacuated area is safe for reentry. 
 
The Baptist Regional  Medical Center will accept patients contaminated with Chlorine or 
Sufur Dioxide  and  have the capability to provide appropriate care, along with any other 
type of emergency that arises, they are equipped with  a heliport for the immediate 
transport of patients. 
 
PROTECTIVE ACTIONS: 
 
Protective actions and evacuation procedures to be taken will be decided by local public 
officials, following consultation with KyDES personnel, facility representatives and other 
technically qualified authorities. 
 
Actions taken will be for the protection of the emergency respon 
se workers on-site and 
populated areas off-site. These actions will depend upon the type of chemical, amount of 
chemical, weather conditions and other hazards involved, such as fire. 
 
If in-place sheltering is required, citizens will be advised to go in doors, close all windows 
and vents to the outside of the building, turn off air conditioners and fans, refrain from 
using clothes dryers and to fill cracks where outside air may enter. 
 
In the event of spill or release, radio stations WKDP and WCTT along with police/fire 
sirens will be utilized to notify residents whether to evacuate or to stay inside for the 
duration. This will depend on the size of spill and direction of travel. Also, police and fire 
personnel will go door-to-door to insure the evacuation of all affected residents. Schools 
and churches will be used as shelters if the necessity arises. 
 
The Baptist Medical Center Hospital has in place a decontamination unit specifically 
trained in chemical and/or other types of emergen 
cies that may arise, and has had to 
implement  the program on a few occasions. 
 
Entry into evacuated areas will be restricted until the highest ranking official representing 
the City of Corbin, Kentucky, (i.e. Mayor, Mayor pro-tem or City Commissioners) 
determine it permissible for authorized personnel to enter. 
 
 
RESPONSE LEVELS: 
 
LEVEL I:              Emergency Condition Description: 
                          An incident or threat of a release which can  be controlled by the first response agencies  and does not require evacuation of other than the  involved structure or outdoor area, The incident is confined to a small area and does not pose an immediate threat  to life or property. Contact local response agency's fire, police, medical, and any appropriate persons. 
 
LEVEL II:                Limited Emergency Condition Description: 
                            An incident involving a greater or larger area which poses a potential threat to life and property and which may require a l 
imited evacuation of the surrounding area. Contact all  agencies in  LevelI plus: HAZMAT TEAM, EOC STAFF, PUBLIC WORKS DEPT., RED CROSS, COUNTY  DES/EMA , STATE POLICE, AND PUBLIC  UTILITIES. 
 
LEVEL III:                Full Emergency Condition Description: 
                             An incident involving a severe hazard or a large area which poses an extreme threat to life and property and will probably require a large scale  evacuation, or an incident requiring the expertise or resources of county, state , federal or private agencies. Contact all Level I and  Level II agencies plus the following: MUTUAL AID, STATE DES,  HREPS, HSC, USEPA, USCG, ATSDR, PEMA, AND OSC/RRT.

his does not exclude other equipment readily available i.e. backhoe, shovels, brooms, barrels and a hazardous waste storage facility large enough to store small amounts of waste until proper disposal through a commercial disposer.  
 
COMMUNITY EQUIPMENT: 
 
City of Corbin Fire Department  along with the Knox Fire Department are fully equipped  for this type of emergency. 
 
TRAINING 
 
TRAINING OF FACILITY PERSONNEL: 
 
At present we have eleven (11) trained in the use of  SCBA, retrieval techniques. gas monitoring equipment,  and the use of the Class B repair kit. One (1) Certified CPR & First Aid instructor with the American Red Cross.  Our  Water Treatment Plant is a Class IV Plant.. 
 
 
TRAINING OF COMMUNITY RESPONSE PERSONNEL 
The Fire Department  and the local Red Cross are trained in disaster control, and are on twenty four (24) call.

Our facility at present has had on-site exercises but none on the county level. 
 
SPILL CONTAINMENT/CLEAN-UP/DISPOSAL:

ILL CONTAINMENT 
 
In the event of a Chlorine release inside of the feed room the product could be contained within the  Water Treatment Plant thereby controlling the release of the product into the atmosphere. It is recommended that equipment that has been contaminated by Chlorine, be decontaminated to prevent it from being corroded by the Chlorine. 
 
For personnel protection, keep upwind, wear appropriate class A or B type 
protective clothing to include boots, protective gloves and goggles and use proper 
breathing apparatus. Avoid breathing vapors or dusts. Wash away any material 
which may have contacted the body with copious amounts of plain water or soap and 
water. 
 
CLEAN UP 
 
The clean-up of any chemical residue will be accomplished by the  water treatment personnel, any residue will be placed in plastic bags and placed in 55 gallon metal drums for storage and proper disposal. 
 
Compatible materials for response to this chemical are Neoprene, Chlorinated 
Polyethylene, Polyvinyl Chlorid 
e, and Butyl Rubber. Disposal 
of waste will be approved ny the Kentucky D.N.R.. 
 
Steps to be taken in the event of a spill or leak of Chlorine (according to 
MSDSs). Move unprotected  personnel upwind. If a chlorine container is leaking 
try to position it so that gas, rather than liquid leaks.  Using full protective 
equipment, apply emergency sealing device if possible. Cover leak area with 
tarpaulin or plastic sheet to limit spread of chlorine.
