NEW MANAGEMENT 
As of March 1, 2000 Vogel Agri-Service began managing this facility. 
 
THE ACCIDENTAL RELEASE PREVENTION AND EMERGENCY RESPOSE POLICIES FOR VOGEL AGRI-SERVICE, INC.. 
This facility complies with all State and Federal requirements for anhydrous ammonia storage and handling.  If an emergency were to occur, it is our policy to notify the Watson Fire Department and the Atchison County LEPC. 
 
A DESCRIPTION OF OUR FACILITY AND THE REGULATED SUBSTANCES HANDLED. 
This facility is an agricultural fertilizer retail plant, handling anhydrous ammonia.  Our storage consist of one (1) 30,000 gallon tank. 
 
THE WORSE CASE RELEASE SCENARIO. 
Our worse case scenario would be a failure with our storage, as a gas release.  According to the EPA 'look-uo' tables, the endpoint distance would be 6.9 miles, including approximately 2500 people. 
 
THE GENERAL ACCIDENTAL RELEASE PREVENTION PROGRAM AND CHEMICAL-SPECIFIC PREVENTION STEPS. 
This facility complies with EPA's accident prevention rules and all 
applicable State and local codes and regulations. 
 
FIVE - YEAR ACCIDENT HISTORY 
We have never had an accident involving ammonia that caused death, injuries, property or environmental damage or evacuations. 
 
THE EMERGENCY RESPONSE PROGRAM. 
If an emergency arises with our ammonia plant, it is our policy to call the Watson Fire Department and the Atchison County LEPC to respond.  Several of our customers are on the Fire Department and familiar with our facility. 
 
PLANNED CHANGES TO IMPROVE SAFETY.
