Amrex Chemical company is a wholesale chemical distributor that warehouses and repackages a variety of hazardous and nonhazardous chemicals.  The facility's prevention program includes implementation of procedures to address employee safety and to reduce risk of accidents involving hazardous chemicals.  This program has been successful in that there have been no reportable accidents.  The facility is subject to OSHA's Process Safety Management (PSM) requirements.  The following chemicals stored onsite are subject EPA's Risk Management Program (RMP):  chlorine, formaldehyde, hydrofluoric acid, and sulfur dioxide.  None of the flammables stored on site are listed flammables subject to RMP requirements.  The worst case scenario was based on the chemical with the greatest distance to toxic endpoint.  It was assumed that the WCS would involve the complete release of a one ton cylinder of chlorine gas.  Chlorine gas was the chemical with the farthest endpoint of 0.9 miles for the worst case.
The ACS for chlorine assumed the release of the contents of a 150 pound cylinder of chlorine.  ACSs were also calculated for other chemicals stored onsite.  RMP*Comp was used to estimate toxic endpoint distances.
