Batesville WTP takes water from the White River, treats and distributes to entities in Independence and Sharp Counties in Arkansas. 
 
In an effort to prevent and/or minimize effects of accidental chlorine releases, Batesville Water Utility WTP is more thoroughly communicating process hazards through employee training and by providing information on same to our community via the LEPC. via the LEPC. 
 
Our emergency response policy include; procedures for informing employees and the public of accidental releases, evacuation steps 7 employee SOP's for repairing leaking equipment as well as requiring Hazmat trained emergency personnel and the proper response equipment. 
 
Our Worst Case Release Scenario is a release of 2,000 lbs of chlorine gas due to corrosion, impact, or construction defects resulting in a release rate of 200 lb/min from a one-ton container located on our urban site over a ten-min. duration.  The toxic end point is 2.6 miles using no administrative controls or mitigation fact 
ors for limiting releases and would effect offsite receptors. 
 
Our Alternate Release Scenario is a 317-lb release of chlorine gas through a valve body opening of a 1-ton container located on our urban site.  This release rate is 10.5 lb/min for a 60-min duration.  The toxic end point distance is 0.48 miles using no administrative controls or mitigation factors for limiting releases and would effect offsite receptors. 
 
Batesville Water Utility WTP has not had an accidental chlorine release in the past five years from our covered process that resulted in deaths, injuries, or significant property damage on site, or off site deaths, injuries, evacuations, sheltering in place, property damage, or environmental damage. 
 
BWU WTP will, through any incident investigations, hazard reviews or regulation changes continue to update safe operating procedures, employee response training and process equipment maintenance.
