Lakewood Cogeneration 'Emergency Response and Contingency Plan' was prepared to provide 
guidance,direction, and supporting information to Lakewood Cogeneration Plant personnel and 
outside personnel who encounter and/or respond to an unusual condition or emergency situation. 
The Plan has been designed to be a useful tool to individuals involved in incident response. Sections 
of the Plan that address incidents involving hazardous waste were prepared in accordance with the 
requirements of NJAC 7:26-9.7 and 40 CFR 264 Subpart D. Sections of the Plan were also 
prepared in accordance with the requirements of 29 CFR 1910.38. Additional emergency plans 
currently in use at the facility include the NJDEP required Discharge Prevention, Containment, and 
Countermeasure Plan and the Discharge Cleanup and Removal Plan.  This admendment to the original RMP submittal addresses the reclassification of the ammonia storage and transfer process as a Program Level 2 process.
