The Celanese Pampa Plant is dedicated to protecting employees, the community, and the environment from chemical incidents through safely operating our facility. This Risk Management Program (RMP) submittal package provides detailed information regarding our plan for complying with EPA's RMP regulation as a Program 3 source.  The Pampa Plant implemented OSHA's Process Safety Management (PSM) program contained in Section '1910.119 over five years ago from which the RMP Program 3 regulations were derived.  We believe our facility has an excellent safety record and demonstrated history of proactive risk management.  We are proud that our facility has not had any reportable RMP incidents in the last five years. 
 
Celanese has five chemicals that are used, stored, or produced above the threshold quantities contained in the RMP regulation and include four flammable chemicals (methyl formate, acetaldehyde, butane, pentane) and one toxic chemical (ammonia).  No schools, hospitals, nursing homes, 
or other areas of concern are located within our radius of impact.  In order to minimize risk to our employees and the surrounding community for any release of a toxic or flammable chemicals, the Pampa Plant has established programs to educate our employees and maintain our facilities.  Just a few of these programs include an employee participation program, required employee training classes, contractor training and management, routine compliance audits, pre-startup safety reviews, management of change procedures, mechanical integrity maintenance programs, hazard assessments/process hazard analyses, emergency planning and response, and incident investigation.  We also maintain an active dialogue with city officials and the community to continually discuss and address any of our community's concerns.
