Delta Distributors, Inc. is committed to continued excellence, leadership, and stewardship in protecting the environment. Enviornmental protection is a primary management responsibility, as well as the responsibility of every employee. In keeping with this policy, our objective as a company is to reduce waste and achieve minimal adverse impact on air, water, and land through excellence in environmental control. We recognize tht the responsibilites for safety, health and the environment are shared: 1. We accept the responsibility for leadership of the safety & health program, and for its effectiveness and improvement, and for providing the safeguards required to ensure safe conditions. 2. Our managers and supervisors are responsible for developing the proper attitudes toward safety, health and the environment in themselves and in those they supervise; and for ensuring that all operations are performed with the utmost regard for the safety and health of all personnel involved, including themselves. 3. Our employees are responsible for wholehearted, genuine cooperation with all aspects of the safety and health program, including compliance with all rules and regulations, and for continuously practicing safety hile performing their duties. Our environmental guidelines include the following: 1. Environmental protection is a line responsibility and an important measure of employee performance. In addition, every employee is responsible for environmental protection in the same manner as for safety. 2. Reducing or eliminating the generation of waste has been and continues to be a prime consideration in research, process design, and operations; and is viewed by management like safety, yield, and loss prevention. 3. Source reduction / waste minimization (reuse and recycling) of materials has been and will continue to be given first consideration prior to classification and disposal of waste. The systemic program review and update shall include: 1. Periodic review of progra m effectiveness. See Checklist in Risk Management Plan (pages 58-74). 2. Evaluation of new and modified waste management practices, and revision of the Plan when necessary. See EPA 001 (Waste Minimization Plan). We have an Environmental Policy that assigns responsibilities for preventing hazardous releases. The following chemicals are listed in Program 3: Boron Trifluoride with Methyl Ether Epichlorohydrin Our Citronelle, AL chemical distributing facility has tote, bag, drum, and gas cylinder storage. We have an Emergency Response Plan which assigns responsibilities for preventing hazardous releases. In regard to safety, we take special care to ensure that Boron Trifluoride with Methyl Ether, and Epichlorohydrin containers are properly handled and stored to prevent any loss of product. We only use containers which have been previously tested to make sure they are safe and leak free. We follow OSHA's Process Safety Management procedures to ensure safe working practices, and to eliminate any possible safety problems. We also plan to reduce the amount of the chemical held in storage. We continue to have a perfect safety record with these chemicals and with the safety procedures in place, our record should remain perfect. In a Worst Case Scenario (such as the bursting of a tank, releasing its contents), emergency services (such as the fire department and Eagle Environmental Services) and governmental agencies would be contacted immediately. Unnecessary persons would be told to leave the area to a distance of at lease 0.40 miles. Other facilities would be informed within this distance. Eagle Environmental Services is an emergency response company contracted by Delta. They would be called upon to control the release with assistance from trained Delta personnel. In an Alternate Case Sceario (such as a minor leak in a pipe, releasing some of its contents), the same procedure as the Worst Case Scenario would be followed except evacuation may only be nece ssary to a distance of 0.2 mile. There have been no accidents involving Boron Trifluoride, or Epichlorohydrin within the last five years. Delta has a daily inspection schedule which is followed by the Operations Manager and/or his/her designee which is used to check all unloading, handling, storage, and loading equipment, and personal protective equipment involved in RMP Chemicals. See OPD 002 (Supervisor's Daily Plant Inspection Procedure). Emergency Response: Delta will immediately take charge of all minor releases on the site with trained employees. Major releases will be handled by Eagle Enviromental Services, who will be informed immediately. |
