(a) The accidental release prevention and emergency response policies at the stationary source; 
 
All operators at this facility are certified through the State of Oklahoma as water operators.  The State of Oklahoma has a mandatory water and wastewater operator certification program.  An individual is required to understand the dangers and handling techniques for chlorine gas prior to being able to obtain the lowest level of certification.   
 
Due to limited personnel, it is the policy of the City for the water personnel to notify the local fire department in the event of an accidental release.  Plant personnel are not to respond to the release.  The Fire Department has personnel with HAZWOPR training.  
 
(b) The stationary source and regulated substances handled; 
 
The regulated process from this plant is the disinfection system.  Disinfection is accomplished with the use of chlorine gas. 5,000 - 6,000 pounds of chlorine gas is kept on-site and stored in the chlorine structure.  The gas i 
s delivered to the site in one ton cylinders.  
 
(c) The worst-case release scenario(s) and the alternative release scenario(s), including administrative controls and mitigation measures to limit the distances for each reported scenario, 
 
The worst-case release scenario review was the loss of one ton of chlorine in a ten-minute period.  Due to the remote location it is unlikely that the gas would affect inhabited areas.  Due to the topography we used an  urban setting. The plant is located in a low area.  surrounded by trees and a dam.  The chlorine cylinders are inside an enclosure with a roof.   
 
In the event of a release, the fire department would be notified, and they would take the necessary precautions to protect the public. 
 
We also review and alternate release scenario.  We reviewed the potential for a 1/4" hole in a cylinder.  Again the fire department would be notified.  We maintain a chlorine repair kit for such emergencies.  These supplies will be available to the fire depar 
tment to effect a repair if possible. 
 
 
(d) The general accidental release prevention program and chemical-specific prevention steps 
 
The chlorine handling equipment is maintained as a part of the on-going plant maintenance program. The feed equipment is vacuum operated, with tank mounted regulators.  There are chlorine leak detectors to sound an alarm if a release occurred.  A line break anywhere in the system would shut down the chlorine regulator. 
 
(e) The five-year accident history; 
 
There have been no accidental releases in the past five year period. 
 
(f) The emergency response program; and 
 
Due to limited personnel, it is the policy of the City for the wastewater personnel to notify the local fire department in the event of an accidental release.  Plant personnel are not to respond to the release.  The Fire Department has personnel with HAZWOPR training.  
 
(g) Planned changes to improve safety. 
 
Plant personnel will be working closer with the local fire department to coordinate a 
ctivities.  We are discussing implementing drills to determine our effectiveness in planning.
