Description of Facility and Regulated Substances: 
The facility manufactures commercial and military refrigeration, air conditioning and energy management equipment.  It is located in a primarily industrial area with manufacturing concentrated on the south side of the complex.  The regulated substance handled by the facility is the storage of propane in one 30,000 gallon propane tank and related piping, valves and other miscellaneous equipment. 
 
Worst Case Scenario and Alternative Release Scenario 
The facility's worst case scenario is the failure of the 30,000 gallon propane tank with release of the entire tank contents.  The alternative release scenario evaluated is a breakaway failure of hose utilized during the propane tank filling operation. 
 
Five Year Accident History 
The facility has not had any accidents involving propane that have caused death, injury, property or environmental damage, evacuation or shelterings in place. 
 
Accidental Release Prevention Program and Emergency Resp 
onse Policies: 
This facility handles propane, which is considered a regulated flammable substance by EPA.  The same properties that make propane valuable as a fuel also make it necessary to observe certain safety precautions in handling propane to prevent unnecessary human exposure.  To reduce the threat to our own personal health and to reduce the threat to nearby members of the community it is our policy to develop policies in order to adhere to applicable Federal, State and local rules and regulations.  Safety training is in accordance with NFPA-58 requirements, "Standard for the Storage and Handling of Liquefied Petroleum Gas". The facility's Emergency Response Plan is currently being updated with inclusion of written emergency response procedures for an accidental release of propane and updating emergency health care.  Additional training of employees will follow the completion of the revised Emergency Response Plan.   If an emergency occurs, it is our policy to contact the local  
fire department through the York County Emergency Management Agency (911/ 717-840-7494). 
 
Planned Changes to Improve Safety 
The propane tank was constructed and installed in the 1970s.  Maintenance is an ongoing process and any necessary upgrades will be made to comply with NFPA-58, 1998 Edition regulation, "Standard for the Storage and Handling of Liquefied Propane Gas".
