This facility manufactures engine air filtration systems. Processes include shearing, stamping, punching, forming, and welding of steel, cleaning, painting, assembly, packaging, and shipping. Major materials include steel, aluminum, plastic moldings, air filters, weld wire and gases, propane, solvents, cleaners, liguid and powder paint, and packaging materials. Production at this facility will be terminated in the fall of 1999. The future use of the facility is unknown. This document represents the RMP for propane. Propane is used as a back up fuel source. It is stored in two 20,000 gallon above ground tanks. The worst case is a flammable vapor cloud. For the worst case we assumed a total release from both tanks (135,680 lb), 10% LEL, and 1 psi overpressure. The cloud could reac an area 0.41 miles from the release point. This area includes schools, comercial areas and a large residetial area. The alternate scenario is a corrosion related release. We have assumed a 1/8" di ameter hole. According to the EPA guidance documents the reulting relase area would be less than 0.06 miles. No release from this facility has occurred that has affected the public or the environment. Donaldson has an emergency response program to respond to an emergency. Our employees will attempt to close manual shut off valves and fight small fires with extiguishers. If the situation is more serious they will back off and wait for off-site responders. |
