EXECUTIVE SUMMARY FOR FORT GORDON RISK MANAGEMENT PLAN 
 
1.  BACKGROUND 
 
 A.  Fort Gordon is a Military Facility comprising some 56,000 acres, most of which is undeveloped land used for training purposes  5,000 acres of the facility is developed and includes housing, administrative, and support facilities  It is located 12 miles southwest of Augusta, Georgia, near US route 78 and US route 1 
 
 B.  Section 112(r) of the Clean Air Act Amendments of 1990 (CAA-90) is entitled "Accidental Release Prevention," and contains provisions requiring facilities to submit Risk Management Plans (RMP) if their facilities store/use toxic chemicals above certain quantities 
 
 C.  The only substance on Fort Gordon stored and/or used in large enough quantities to be subject to
