The accidental release prevention and emergency response policies at our facility: 
 
This facility complies with NFPA-58 requirements for LP-Gas storage, and it is our policy to adhere to all applicable federal, state and local laws.  If an emergency were to arise or occur, it is our policy to notify our local fire department and request that they respond to our emergency. 
 
A description of your facility and the regulated substances handled: 
 
Located near exit 16 on Interstate 81, the Quad/Graphics, Inc.-Martinsburg facility houses Rotogravure and Heatset Web Offset presses.  Quad/Graphics is a printing and publishing company that prints catalogs and advertisement inserts.  The plant proper consists of 6 connected buildings totaling nearly 1 million square feet under roof.   The Martinsburg facility officially declared it's grand opening in June 1997, and now employs close to 700 people.  The facility's two, 60,000 gallon propane tanks are used as a back-up fuel for our natural gas syst 
em.  The tanks were installed in July of 1998, and filled to 80% capacity in December 1998. 
 
The worst-case scenario: 
 
Our worst-case scenario is the failure of one 60,000 gallon storage tank when filled to it's capacity  (80% at 60 degrees F), resulting in a vapor cloud explosion.  The 80% fill capacity is used as an administrative control.  According to USEPA's "RMP*Comp", the distance to endpoint of 1 psi has been determined to be 0.47 miles.  There are approximately 98 private residences, one church, one school and an Interstate highway within the 0.47 mile radius.  The total population of the 98 residences is estimated to be approximately 260.  The "Land View System" was utilized to estimate the surrounding population for the worst-case and alternative-case scenarios.  A Topographical Map and an Aerial photograph were used to determine the number of residences and structures within the "distance to endpoint", to date.

-specific prevention steps: 
 
This facility complies with the EPA's accident prevention rule and all applicable state and local codes, laws and regulations.  The propane system is designed, installed and maintained in accordance with NFPA-58 and state law. 
 
Five year accident history: 
 
We have never had an incident or accident involved with the facility's propane system that has resulted in death, injury, property or environmental damage, evacuation or shelterings in place.  Our propane system was installed in July of 1998, and is current with all applicable regulations. 
 
The emergency response program: 
 
In the event of an emergency involving the facility's propane system, it is our policy to notify the local fire department and request that they respond to the emergency.  We have discussed this with the fire department, and propane storage is reported on the annually required Tier II reports;  the Fire Marshall has also inspected the facility's propane system.
