I , Jeffrey Lee, Owner and Operator of Jeffrey Lee Farms located at 1094 Marler Road, Benson, North Carolina. My business is located in a rural community within the southern quadrant of Johnston County. I farm approximately 135 acres of tobacco. Propane is the fuel source used to supply the bulk barns. A 12,000 gallon propane storage tank is located approximately 100' from the barns. Two 6,000 gallon fuel storage tanks for diesel fuel and unleaded gasoline are also located within close proximity to the propane tank. The worst case scenario is a vapor cloud explosion that would empty the entire storage tank. According to EPA's look-up tables, the distance to the endpoint is 0.3 miles. There is 27 homes and one church that could be affected from this explosion. The facility complies with NFPA 58 requirements for LP-Gas storage, and it is policy to adhere to all applicable federal, state and local laws. If an emergency were to occur, it is my policy to notify Johnston County Comm unications 9-1-1 Center and they would notify the local Emergency Management Office and Strickland's Crossroads Fire Department. Johnston County Emergency Management has an emergency alert notification system that will notify all affected residences of any type of release from my storage tanks. Johnston County Emergency Operations Plan addresses response to hazardous materials incidents, I have chosen to follow their plan. I am currenly working with the local fire department, that responds to my facility in the event of an emergency. We are in the process of locating a pond that could be used to supply water to the Fire Department in the event of an emergency. We hope to install a dry hydrant which will allow Stickland's Crossroads Fire Department to draft water from the pond. This dry hydrant will shorten the time it takes to establish a water supply. I have never had an accident at my facility that caused deaths, injuries or property. |
