Executive Summary of Risk Management Plan For Daniels Water Treatment Plant of City of Siloam Springs

The City of Siloam Springs, Arkansas (SS)  Daniels Water Treatment Plant located in Benton County in northwest Arkansas takes water from the Illinois River, treats it to a potable level and distributes it to Its potable water customers located  in and around Siloam Springs, Arkansas. 
 
Siloam Springs stores Chlorine, for use in disinfecting potable water at the Daniels water treatment plant.   
 
The Maximum quantity of Chlorine which may be stored at the Daniels water treatment plant is 16,000 pounds.  Chlorine is regulated by 40 CFR 68  Chemical Accident Prevention Provisions. 
 
The City of Siloam Springs certifies that they have had no reportable accidents within the last five (5) years.   
 
The worst-case release scenario considered is a full 2,000 pound container of chlorine released in 10 minute 
s.  The distance to worst-case toxic endpoint is 2.23 miles.  Calculations by RMP Comp with Mitigation considered is that containers are in enclosed space in direct contact w/outside air  shed w/1 side open. 
 
The alternative release scenario considered, is a full 2,000 pound container released through a broken 5/16 inch container valve in 133 minutes.  The distance to alternative toxic endpoint is 0.20 miles. Calculations by RMP Comp with Mitigation considered is that containers are in enclosed space in direct contact w/outside air  shed w/1 side open. 
 
There are public receptors: Residencies, Schools, Hospitals, Prison/Correctional Facilities, Recreation Areas and Major commercial, office, or industrial areas within the worst case toxic end point.  Therefore SS  Daniel Water Treatment Plant Program Level is Program 2. 
 
The Program 2 Accidental Release Prevention Program is directed toward reduction of the probability of accidental releases of chlorine at this location.  The program 
addresses management, the adequacy of chlorination equipment and operator proficiency to eliminate or reduce such accidental chlorine releases. 
 
The City of Siloam Springs - Daniel Water Treatment Plant is included in the written community emergency response plan  Benton County Office of Emergency Services Emergency Response Plan.  Therefore, SS  Daniel Water Treatment Plant emergency response plan is limited to their action plan to contact the Benton County Office of Emergency Services to initiate emergency response services. 
 
The SS  Daniel Water Treatment Plant Emergency Response Coordinator is the Siloam Springs Director of Water and Wastewater Utilities.  In his absence, the Daniel Water Treatment Plant Superintendent will be in charge.  In the absence of both, the senior staff on premise will act as the Emergency Response Coordinator, (ERC) until the arrival of the Daniel Water Treatment Plant Superintendent or the SS Director of Water and Wastewater Utilities The ERC will co 
ordinate responsibility and assist first responders upon their arrival. 
 
The City of Siloam Springs hosted an informal meeting at the Daniel Water Treatment Plant on June 3, 1999 of parties contributing to prevention program and which have responsibilities in implementation of the Emergency Response Program.  The following entities were represented at this meeting:
