The Process Safety Management and Risk Management Programs were prepared in order to comply with 29 CFR 1910.119, "Process Safety Management of Highly Hazardous Chemicals", and 40 CFR 112 (r)(7), "Accidental Release Prevention: Risk Management Plan". 
 
The facility is known as Schepps Dairy, located at 3114 South Haskell Avenue in Dallas, Texas.  The facility processes fluid milk and exhibits an extensive refrigeration system containing anhydrous ammonia.  Ammonia is the sole regulated substance with regard to the aforementioned regulations.  The system contains approximately 63,000 pounds. 
 
Releases are prevented by engineering and administrative controls, employee training and annual procedural reviews.  Preventive maintenance activities include inspection, monitoring, repair and replacement of system components.  Regular training ensures employee awareness.  Automated system shutdown controls and redundant manual procedures mitigate the likelihood of a release. 
 
Worst case and altern 
ate release scenarios yielded toxic endpoints of 1.5 and .1 miles, respectively.  On- and offsite impacts may be minimized through the implementation of emergency response procedures. 
 
The facility experienced a reportable release on March 24, 1998, which resulted in 850 pounds to escape.
