(a) Release prevention and emergency response policies 
Pharmacia and Upjohn's environment and safety policy follows. 
Pharmacia & Upjohn is committed to protect the environment and ensure the safety and health of people.  Our ultimate aim is to eliminate accidents, illnesses, and damage to the environment and to promote resource conservation in all our activities. 
 
We will achieve this by complying with local environmental, health and safety regulations as our minimum standards. We seek to maintain consistency in our level of protection for people and the environment in the places where we operate. The Environmental and Safety Management System will be the means by which we will accomplish this. 
 
We will foster cooperation, openness, and dialogue with employees, partners, authorities, and the communities in which we operate and will consider their concerns. 
 
We will measure and regularly report on our performance, in an appropriate manner. 
 
(b) Stationary source and regulated substances 
handled 
The Kalamazoo warehouse and distribution center is a regional center for the distribution of human and animal pharmaceutical products.  The facility uses boilers for heat and so therefore is a stationary source under the Clean Air Act.  A single product Micatin(TM), an aerosol consumer product stored in the warehouse, is covered by RMP requirements.  The propellant in Micatin is an 80/20 mixture of propane and isobutane.  Warehouse storage of Micatin is the sole RMP applicable processes at the facility.  Storage is in cardboard shipping boxes containing eight-ounce steel cans on pallets.  The Micatin storage area is enclosed in a wire mesh cage to contain pressurized cans in the event of a fire. 
 
(c) Worst case scenario and administrative controls 
The worst case scenario is a fire in the Micatin storage area.  Administrative controls include standard loss control procedures such as fire extinguisher, evacuation, and facility maintenance programs. 
 
(d) General accidental releas

The facility is accessed control via key card and manned guard station.  Sprinklers and fire extinguishers are provided.  Fire safety inspections are conducted by city of Portage personnel. 
 
(e) Five year accident history 
No reportable incidents have occurred at the facility in the past five years. 
 
(f) Emergency response program 
The facility will be included in the community emergency response program. 
 
(g) Planned changes 
None 
 
Comment 
The storage of Micatin in this manner represents very low hazard.  The OCA is actually less than that calculated by RMPComp.  The maximum release amount is the contents of one eight ounce can (0,5 pounds). RMPComp will allow a minimum release amount of 1 pound.  The actual OCA is .006 miles or 32 feet.
