Accidental Release Prevention and Emergency Response policies review: 
Management is committed to the safe use of anhydrous ammonia.  Safety programs include training and work observation activities.  Material Safety Data Sheets and other chemical related safety information is made available to employees. 
 
Facility Description and Regulated Substance: 
This facility uses anhydrous ammonia to produce suspension fertilizers.  This is a minor portion of this facility's activity.  This facility is primarily a fertilizer and ag-chem retail facility.  The facility has one 18,000 gallon anhydrous tank with the maximum on-site volume of 50,000 pounds.  The tank receives inbound anhydrous ammonia via transport trucks (no rail).  The tank supplies one fertilizer suspension process with anhydrous ammonia. 
 
Worst-case scenario:   
The worst-case scenario assumed release of the maximum tank inventory (50,000 pounds).  The off-site impact is expected to effect 47 people.  The Degadis modeling system wa 
s used to predict the endpoint which was determined to be 0.84 miles. 
 
Alternate release scenario:   
The alternate release scenario assumed a rupture of a 1 inch pipe with employee intervention by closing a valve 2 minutes after the release began.  The scenario resulted in a release of 2901 pounds with an endpoint of 0.31 miles.  The off-site impact is expected to effect 6 people. 
 
Accidental Release Prevention Program:   
Release prevention acitivities involve daily inspections, routine equipment inspections, and an annual maintenance inspection of all equipment.   Operating procedures and maintenance procedures have been developed and training of employees is conducted.   
 
Five-year Accident History:   
There have been no accidental releases within the past 5 years that resulted in off-site impacts. 
 
Emergency Response Program:   
Emergency response acitivities include coordination with the Sale City Volunteer Fire Department and education of employees concerning the facility Emergency  
Response Plan. 
 
Planned Changes to Improve Safety:   
Equipment, procedures, and training activities are being reviewed and will be updated to improve safety as determined by the ongoing review process.
