The Monett WWTF is a municipaly owned 4.0 mgd wastewater treatment facility. 
The effluent from this facility is diinfected with chlorine stored in ton cylinders and dechlorinated with 
sulfur dioxide also in ton cylinders. 
Maximun chlorine stored on site is 6000#s and sulfur dioxide is 6000#s. 
 
This facility has had no reportable incidents since it was placed on line in 1978. 
 
The risk posed by this facility to the community is the exposure to chlorine or sulfur dioxide gas in the event of an accidental release caused by a damaged cylinder or feed line. 
 
Risk Management Program 
    Personnel : 
Operators at this facility are trained in the proper operation and handling of, and the hazards associated with chlorine and sulfur dioxide chemicals and the related feed equipment. 
The City has contracted MESO Co. to hold regular safety classes for all personnel. 
The City has an in house safety council which conducts regular meetings to discuss and remedy any safety concerns in all departments. 
 
Wastewater personnel are required to have 30 hours of refresher training every three years, of which chlorine safety is included. 
All wastewater personnel are State of Missouri licensed operators. 
All operators have been through chlorine cylinder repair , SCBA,  First Aid, and CPR classes. 
All operators are required to read and understand ERP. 
All operators are required to follow SOP. 
 
    Equipment : 
All chlorination and dechlorination process equipment has been specified and supplied by qualified engineers and manufacturers.  
Equipment is current technology and updated as needed. 
Leak detection and warning devices are in use and tested regularly. 
Equipment is on a regular maitainence schedule. 
 
    S.O.P. : 
Standard operating procedures are written out in a format that is easy to understand and follow. 
Procedures ditate which operators perform each task and how to do it in a safe manner. 
Damaged, leaking or suspicious containers are not accepted or used. 
Process chemicals are regul 
arly weighed and recorded. 
Process equipment is regularly checked for condition and operation. 
All needed repairs are remedied ASAP. 
 
    Emergency Response : 
The City Police, Fire, and Utilities Departments are currently working with the Ambulance District, Hospital and area LEPC on disaster preparedness. 
Currently any emergency response would be handled by the City Fire / Hazmat Dept. which currently has trained A-Level responders, and are in the process of training more personnel in this area. 
The Fire / Hazmat Dept is continually updating equipment and training personnel to help insure the ability to respond to emergencies and protect the public.
