The primary activity at West Des Moines Water Works is to maintain the distribution of drinking water to the residences and businesses in West Des Moines, Iowa. To do that, it is imperative that a disinfection process be administered to maintain quality drinking water. This is accomplished through the use of chlorine gas. Although chlorine gas is handled inside a building at West Des Moines Water Works, no reduction in release rate to the outside atmosphere was taken since the fans in the facility are designated to operate at levels of 1 PPM when detected by the chlorine monitor positioned in the chlorine facility. West Des Moines Water Works has both a Process Safety Management and an Emergency Response Plan in effect.
