The Emergency Response Program that is established for the Anhydrous Ammonia Storage Facility in the community of Cotton Plant, MS has been developed to inform local authorities on the proper evacuation and contact persons in the event of an emergency.  The Emergency Response Program consists of a current Material Safety Data Sheet (MSDS), health related emergency contacts, the evacuation of local residences and environmental impact contacts.  In the event of a release of Anhydrous Ammonia this plan will aid local authorities in the proper handling of the product and evacuation of the immediate area.

The following Anhydrous Ammonia Emergency Response Plan has been created to inform loc 
al authorities and civil service personnel on the proper evacuation and contact persons in the event of an emergency involving the product anhydrous ammonia.  Each organization is asked to acquire the necessary technical information to further train their members or employees on the safe handling of the product anhydrous ammonia.  This plan is not designed to train those individuals that may be involved, only to heighten the awareness of the potential dangers involved in the unlikely event of a release of the product anhydrous ammonia.  Amendments to this plan will occur annually to insure compliance with state and local rules and regulations.

Local Emergency Response - 911 
 State that "there is an anhydrous ammonia vapor cloud visible at the Coombs Gas and Fertilizer storage facility on the West side of Highway 15, North of the Cotton Plant community.  The cloud is the size of a ____________ and is drifting toward the ____________" 
 The 911 operator will dispatch the New Albany Fire Department location in the Concord (North Haven) community.  This Emergency Response Plan has been reviewed with the volu 
nteers of the Concord Fire Department and is on file at their location.

 The employees of Coombs Gas and Fertilizer are professionals in the proper handling of anhydrous ammonia and are the most qualified group to correct any potential problems with the anhydrous storage facility.  
 
MS Highway Safety Patrol  -  (662) 534 - 4755 
 In the event that anhydrous ammonia vapor is visible in a significant quantity (large white cloud 50' - 100' in diameter) and drifting East toward Highway 15, immediately contact the MS Highway Safety Patrol and proceed to block traffic 1 mile North and 1 mile South on Highway 15.  Local authorities will redire 
ct traffic around the site if needed. 
 
Local Residents: 
 
 Residences within a 1,000-ft. radius should be informed immediately of the situation and asked to evacuate.  It should be explained that "Anhydrous ammonia, being an inhalation hazard, must be handled with extreme caution, if you are in the path of a significant vapor drift you cannot breath".  Upon arrival of local authorities, an assessment will be made to determine the severity of the situation and if the evacuation should be extended further.
