Pendleton Grain Growers - Hermiston - Executive Summary

We are a propane retail facility.  The only listed substance at our facility is propane, which is listed because of flammability.

Our facility has one 30,000 gallon tank and one 17,550 gallon tank, and equipment for receiving propane from truck transports and transferring propane from storage to trucks for delivery to customers.  It is our policy to meet, or exceed, all local, state, and national standards relating to storing and transferring propane.

We have never had any accidents or releases with off-site consequences.  Specific safety features that we employ to minimize damage from any unusual occurrences include:

1. Pull-away shut off valves to minimize the amount released if a truck accidentally leaves before disconnecting hoses.
2. Emergency shut off valves, with both local and remote activation, to minimize the amount released if anything unusual occurs during loading or unloading.
3. Excess flow valves to prevent flow from the tank if any hose or line breaks.
4. Pressure re
lief valves on each tank to prevent overpressuring and rupture of the tanks.
5. Barricades to protect loading and offloading equipment from vehicle impacts.

To further ensure safe operation of the facility, our employees are trained in safe operation and maintenance of our equipment.  In addition, we have coordinated with the Hermiston Fire Department to respond to emergencies.

As required by the EPA, we have analyzed the worst-case release scenario defined by the EPA. This scenario involves a vapor cloud explosion from a release of the entire contents of the 30,000 gallon tank.  According to information supplied by the EPA the impact from this scenario would extend 0.39 miles from our facility.  There are no schools, churches, hospitals, or parks within this distance.

It is extremely unlikely that an event such as EPAs worst-case release scenario will ever occur.  A more probable, but still highly unlikely event, would be an event like a hose break during a truck pull away.  Accor
ding to information supplied by the EPA, the impact from such a release would only extend 207 feet and would not impact any offsite receptors.

Our registration information indicates no full-time employees at our site.  This is because our storage facility is an unmanned facility, and employees are only at the site for the brief time it takes to fill a truck.
