THE ACCIDENTAL RELEASE PREVENTION PROGRAM AND EMERGENCY ACTION POLICIES AT THIS FACILITY.   This facility complies with NFPA 58 requirements and Wisconsin Comm 11 for LP-Gas storage, and Wisconsin Comm 43 for ammonia storage, and it is our pol;icy to adhere to all applicable federal, state, and local laws.  If an emergency were to occur, it is our pol;icy to contact the Hartford Fire Department and request that they respond to the emergency. 
                                                                                                                                                                            A DESCRIPTION OF THE FACILITY AND THE REGULATED SUBSTANCES HANDLED.  This facility is a farm cooperative.  We store and deliver bulk propane for residential and commercial heating purposes.  We also store and provide for application, anhydrous ammonia, dry fertilizers, and several dry and liquid herbicides.  The propane system consists of one 26,000 gallon storage vessel from wh 
ich our supply truck draws off propane for distribution.  It is refilled by the vendor's bulk tanker.  The anhydrous ammonia system consists of one 18,00 gallon storage tank  The ammonia is supplied by the vendor's bulk tanker, and is used to fill nurse tanks.  The nurse tank filling procedure is performed by our own employees. .                                                                                                                                                                                                                                                                                                                                                 THE WORST-CASE AND ALTERNATIVE RELEASE SCENARIOS.  Per the EPA requirements, we performed a worst case release scenario, and reviewed alternative release scenarios for a release of propane from our tank system at this site.  The information was used to perform an off-site consequence analysis for both situations.  Descriptions of

                                       .                                                                                                                                                                            THE GENERAL ACCIDENTAL RELEASE PREVENTION PROGRAM AND CHEMICAL SPECIFIC PREVENTION STEPS.  This facility complies with EPA's accident prevention rule and all applicable state and local codes and regulations.  The propane system is designed, installed, and maintained in accordance with NFPA-58 and state law.  The ammonia system is  designed, installed, and maintained in accordance with Wisconsin Comm 43. .                                                                                                                                                                                                                                                                                                                                                   FIVE-YEAR ACCIDENT HISTORY.  We have nev 
er had an accident involving either of these chemicals that caused deaths, injuries, property or environmental damage, evacuations, or sheltering in place. .                                                                                                                                                                                                                                                                                                                                                 THE EMERGENCY RESPONSE PROGRAM.  In the event of an emergency involving the propane or ammonia system, it is our pol;icy to notify the Hartford Fire Department and request that they respond to the emergency.  We have discussed our policies with the fire department and we periodically provide informational sessions to its members. .                                                                                                                                                                           PL
