BESST CHEMICALS IS PRIMARILY A MANUFACTURER OF SOAPS AND DETERGENT.  BESST PLANT, AS AN INTEGRAL PART OF THE COMPANY POLICY AND OBJECTIVES, HAS BEEN CONCEPTUALLY DESIGNED AND PLANNED WITH ENVIRONMENTAL AND COMMUNITY PROTECTION AS ONE OF ITS OBJECTIVES. WE HAVE CURRENTLY A SPILL PREVENTION CONTROL PLAN, OSHA EMERGENCY ACTION PLAN AND CLOSED-SYSTEM MANUFACTURING PROCESS TO MINIMIZE WASTE AND WASTE WATER. ALL MIXING TANKS HAVE DIKES TO CONTAIN ACCIDENTAL LEAKS OR SPILLS.  DIKES ARE MAINTAINED CLEAN AND VISUALLY CHECKED FOR LEAKS. 
                                      BESST SAFETY AND EMERGENCY RESPONSE PLAN 
I. PURPOSE 
       It is the purpose of Besst Chemiclas Inc. to comply at all times with State and Federal Laws and Regulations applicable to all phases of its operation.  These laws and/or regulations included but not limited to the Occupational Heatlh and Safety Administration Standards 1910, Department of transportation (DOT) 49 CFR, Resource Concervation and Recovery Act.

sst Chemiclas will provide and maintain a copy of this safety and Emeregency Response Plan at all facilities where any of their substances, materials and/or products (non-hazardous or Hazardous) are stored, handled, loaded or unloaded. 
     Any employee, contractors, sub-contracters or suppliers performing or providingg services to Besst will be requiredd to comply at all times with such applicable laws and regulations. 
For those cases involving hazardous materials, substances or waste where trainings are required, previously to the performance of such jobs, the employee, contractor, sub-contractors or  suppliers should present upon request Certification of Training or training evidence as required by State and/or Federal law.  
 
II.  RESPONSIBILITY 
     Besst Chemicals, Inc. will designate a project coordinator will be responsible to watch for the compliance of such laws and regulations.  This person will serve as the link contact in any emergencies, spills, fire, or accidents event. 
 
     This project coordinator will inform, and will show the transporter, custimer, contractor or subcontractor or chemical supplier, the exact location of emergency alarms, fire extinguishers, absorbent material, evacuation plans, emergency telephones (ie, numbers) 
 
III.  CONDITIONS 
    It  will be the transporter, customer, contractor or subcontractor, or chemical supplier responsibility to contact this project coordinator or any other person specifically designated by Besst Chemiclas, Inc. if any emergency, spill, fire or accident occurred. 
    It will also be the transporter, customer, contractor or subcontractor, or chemical supplier responsibility to comply at all times with any codes, licenses, and permits required by State and/or Federal Laws and Regulations during the performance of such jobs to Besst Chemicals, Inc. 
    Upon the acceptance of any purchased order, letter of intent, or order to proceed from Besst Chemicals, the transporter, customer, contractor or subcontr 
actor or chemical supplier, agree to comply at all times with this S & ERP. 
    Besst Chemicals reserve the right to terminate any contract or job with any of the above listed parties, if the S & ERP conditions are violated or are found under noncompliance. 
 
IV.  GENERAL RULES 
    A.     Before the acceptance of any product, raw material, chemical or substance to Besst Chemicals facility that present or may present a health hazard during its handling, storage or transportation, it should be accompanied by a Material Safety Data Sheet (MSDS) and/or Technical Data Sheet. 
 
    B.     No chemicals, raw materials, and/or products should be offer, shipped or accepted for transportation, unless these are packed, filled and shipped in approved UN certified container (ie. DOT drums, pails, ISO containers), if applicable, or in any other material compatible containers.  It will be the shipper's (production supervisor, employee) and transporter's (driver) responsibility to check these packagin 
g before offering and accepting, respectively these for transportation. 
 
    C.     All shipments should be accompanied with a bill of lading, manifest or delivery slip,  that indicate as a minimum the following information:  shipper's name, address and telephone number, consignee's name, address and telephone number, material, chemical or product description, quantity being shipped and material technical data sheet or MSDS. 
 
    D.     No regulated material(s) should be offered, nor accepted for transportation unless the container, drum, box, etc, affixed the packaging labels required by the US Department of Transportation. 
 
    E.      No material(s) regulated shipment should be offered, nor accepted for transportation unless the vehicle, trailer, tank or container affixed the proper placarding and identification number for the material (s) being shipped. 
 
    F.     Smoking is prohibited at all Besst Chemicals facility unless an area has being designated for such purposes. 
 
 
G.     No welding, cutting,drilling, hammering or hot works should be performed unless and approved  written document has being authorized by the contractant, owner or its designated representative.  It will be contractor's responsibility to verify a safe and non-explosive atmosphere before starting any hot work. 
 
    H.     No confined space entry (5ft. or more, oxygen deficiency atmosphere) will be authorized, unless the person, contractor or its designated representative,  possess all training requirements to perform such job. 
 
     I.     No forklift operation will be allowed, unless the person, employee and/or contractor possess the necessary training, certification or license to perform such operation. 
 
    J.     Any spill, clean up, fire or containerized of hazardous material should be performed, unless the appropriate protective clothing and equipment is wear and the person, employee, contractor or its designated representative possess the necessary training and/or certifi 
cate to perform such operation. 
 
    K.    No electrical work will be authorized unless this person, employee, and/or contractor, possess the necessary license to perform such operation.  It will be the owmer, contractant or its designated representative responsibility, to implement, install or watch for the compliance of tag out/lock out procedures, before commencement of electrical work. 
 
    L.     All loading and unloading operation (ie. ISO container) should be performed by a person, employee, contractor, with full knowledge in the performance of such operation and at no instances will be allowed to abandoned the loading or unloading operation, unless this has been fully completed and all valves, lines, manholes openings, shut off, disconnected and close, respectively.  No loading or unloading operation facility should be abandoned without cleaning any spilled material and authorization is being granted by customer or contractant. 
 
    M.     All extinguishers, fire water lines 
, pumps, etc. should be periodically checked and tested by the assigned personnel.  In case of malfunctioning of any of these equipment this must be immediately notify to the management for correction. 
 
    N.     All absorbent material(s) (ie oil dry) and spill clean up equipment such as shovels, boots, gloves, coveralls, respiratory protective mask and canisters inventory,  must be periodically checked by the Safety Supervisor to assure at all times its disponibility. 
 
    O.     In case of spill, accident or fire at Besst Chemicals premmises you must notify your supervisor and/or Safety Supervisor immediately and ask for help before attempting to contained, clean or extinguish the material. 
 
    P.     In case of accidental spill, material release, etc. during transportation, the driver or transporter should not abandoned the scene without trying to contained the spilled material and give immediate notice to the authorities having jurisdiction.  After proceeding with these first  
steps, it will then give notice to the product, material and/or merchandise owner.

There have not been any accidental releases from the process that caused specific offsite impacts in the past five years.   Although, we will use spill pallets with drums so accidental releases can be completely avoid during transfer process to finish product and for future storage for raw material drums.
