EXECUTIVE SUMMARY a. The City of Martinsville Water Resources Department accidental release prevention policy involves a unified approach that integrates technologies, procedures, and management practices. All applicable procedures of the U.S. Environmental Protection Agency (EPA) Prevention Program are adhered to. The emergency response policy involves the preparation of response plans which are tailored to each facility and to the emergency response services available in the community, and is in compliance with the EPA Emergency Response Program requirements. b. The Wastewater Treatment Plant was constructed to treat the waste created by the City's residential and manufacturing activities. The Wastewater Treatment Plant is located on south end of the City accessible from Route 220 Business behind the Martinsville Industrial park, six miles south of the City. The Plant includes a main control building which has a chlorination room, which contains liquid chlorine containers and tw o chlorinators. Additional safety equipment can be found in the foyer at the main entrance. The amount of chlorine handled is ten one-ton containers. The facility is continually manned. Wastewater treatment operators visit the room several times daily and respond to any trouble alarms which may occur. |
