The City of Madison Indiana operates a waste water treatment system using chlorine gas as a reactant.  The facility is covered by the OSHA process safety management rule and as such it has implemented a process safety management plan.  The facility has never had a release. All chlorine operations are contained in a fully enclosed separate building.  Internal and external alarms and sensors monitor all chlorine activities.  The Jefferson County LEPC has toured the facility and response plans are in place within the county to address a chlorine release.  The treatment plan has hosted hazmat drills, and treatment plant personnel are active on the LEPC.
