EXECUTIVE SUMMARY

The facility owned by Davis Propane Gas Co. indicated on the map in Appendix A complies with NFPA
58 requirements for LP-Gas storage, and it is our policy to adhere to all applicable federal, state, and local
laws.  If an emergency were to occur, it is our policy to notify the Bleckley County Fire Department and
request that they respond to our emergency.

This facility is a propane distribution facility.  The primary purpose is the distribution of propane gas to
our customers (end users) via tank truck.  This facility receives propane by tank truck.  This distribution
facility consists of one 30,000 gallon propane tank and all necessary piping, valves, and pump to facilitate
transfer of propane into and out of the bulk storage tank.

Our worst case scenario is a failure of the 30,000 gallon propane tank when filled to 85% (the greatest
amount allowed as per company policy) resulting in a vapor cloud explosion.  According to the EPAs
RMP*Comp, the distance to the e
ndpoint is .4 miles.

There are 8 people living within this distance.  There are no schools or hospitals within that distance, and
there are no environmental receptors.  The alternative case scenario results in a .03 mile distance to the
endpoint.  There are 0 people living within this distance.

This facility complies with EPAs accident prevention rule and all applicable state and local codes and
regulations.  The propane systems are designed, installed, and maintained in accordance with NFPA-58
and state law.

We have never had an accident involving propane that caused deaths, injuries, property, or environmental
damage, evacuations or sheltering in place.

In the event of an emergency involving our propane system, it is our policy to notify the Bleckley County
Fire Department and request that they respond to the emergency.  We have discussed this policy with the
fire department and members of the fire department have inspected our propane system.

We have no plans at the present ti
me to change our safety processes and procedures.
