This facility complies with NFPA-58 requirements for LP-Gas storage, and it is our policy to adhere to all applicable federal, state, and local laws.  If an emergency were to occur, it is our policy to notify the Darlington Fire Department and request they repsond to the emergency.  NUCOR is voluntarily submitting this RMP. 
 
The NUCOR plant is a steel manufacturing facility specializing in angles, channels, both flats and rounds, rebar, as well as cold drawn polished bars.  The facility uses propane as backup fuel during natural gas curtailment.  The system consists of 2 - 60,000 gallon propane storage tanks and 4 - 90,000 gallon propane storage tanks along with associated piping, valves, burners and other miscellaneous equipment. 
 
The worst-case scenario is failure of 1 - 60,000 gallon tank when filled to the greatest amount allowed (88% at 60 0F). resulting in a vapor cloud explosion.  According to EPA's look-up tables and RMP Comp, the distance to the endpoint is 0.5 miles.  A worst 
-case scenario was also run for 1 - 90,000 gallon tank.  The  
resulting vapor cloud explosion would result in an overpressure distance of 0.5 miles.  The two groups of tanks are located on opposite sides of the plant and would not be affected by the others accident.  Both sets of tanks are filled from one station located next to forktruck filling station adjacent to the 4 - 90,000 gallon tanks.  All piping between each set of tanks and the plant is below ground, the only exposed piping is from the filling station to the tanks.  An alternate release scenario would be a pipe break at the filling station.  The resulting vapor cloud explosion would result in an overpressure distance of 0.3 miles 
 
The facility complies with EPA's accident prevention rule and all applicable state and local codes and regulations.  The propane system is designed, installed, and maintained in accordance with NFPA-58 and state laws. 
 
NUCOR has never had an accident involving propane that caused deaths, injuries, 
property or environmental damage, evacuations, or shelterings in place. 
 
In the event of an emergency involving our propane system, it is our policy to notify the Darlington Fire Department and request that they respond to the emergency. 
 
The NUCOR facility has non-regulated compounds which could be considered hazardous as well as regulated compounds below threshold levels at its Darlington plant.  Under the General Duty requirement within the 112(r) law, NUCOR has reviewed their policies and have procedures in place for dealing with releases of these substances.
