1. ACCIDENTAL RELEASE PREVENTION AND EMERGENCY POLICIES: THE PRIMARY FUNCTION OF WILDHORSE PROPANE IS TO ACT AS A PROPANE RETAIL DISTRIBUTION FACILITY. OUR EMERGENCY RESPONSE PROGRAM IS BASED UPON THE ( NPGA'S LP-GAS SAFETY HANDBOOK GUIDELINES FOR DEVELOPING PLANT EMERGENCY PROCEDURES/ HOW TO CONTROL LP-GAS LEAKS AND FIRES. IN ADDITION TO THE PRESENCE OF APPROPRIATE CONTROLS TO PREVENT POSSIBLE RELEASES OF PROPANE, IF A RELEASE DOES OCCUR, WE ARE COMPLETELY COORDINATED WITH KEN TOY PINE CANYON FIRE DEPARTMENT, WHICH PROVIDES HIGHLY TRAINED EMERGENCY RESPONSE PERSONNEL TO CONTROL AND MITIGATE THE EFFECTS OF THE RELEASE. 2. THE STATIONARY SOURCE AND THE REGULATED SUBSTANCES HANDLED: THE PURPOSE OF THIS FACILITY IS TO REPACKAGE AND DISTRIBUTE PROPANE TO RETAIL CUSTOMERS FOR USE AS A FUEL. PROPANE ARRIVES AT OUR FACILITY BY TRANSPORT TRUCK , AND IS STORED IN ONE 31,800 GALLON STORAGE TANK. THIS FACILITY IS EQUIPED TO LOAD RETAIL DELIVERY TRUCKS. ACCESS TO THIS SITE IS RESTRICTED TO AUTHORIZED EMPLOYEES, AND AUTHORIZED CONTRACTORS. THE REGULATED SUBSTANCE HANDLE AT THIS FACILITY IS PROPANE. THE MAXIMUM AMOUNT OF PROPANE THAT CAN BE STORED AT THIS PLANT IS 113,526 LBS. 3.THE WORST CASE SCENARIO(S) AND THE ALTERNATIVE RELEASE SCENARIO(S), INCLUDING ADMINISTRATIVE CONTROLS AND MITIGATION MEASURES TO LIMIT THE DISTANCES FOR EACH REPORTED SCENARIO. WE HAVE CALCULATED WORST CASE RELEASE SCENARIOS BASED ON THE RMP-COMPS -TNT ENERGY METHOD. FOR ALTERNATIVE RELEASE SECNARIO ANALYSES, WE HAVE USED THE LOOK-UP TABLES AND EQUATIONS PROVIDED BY THE EPA IN THE RMP OFFSITE CONSEQUENCE ANALYSIS GUIDANCE. THE WORST CASE RELEASE SECENARIO SUBM ITTED FOR PROPANE INVOLVES A CATASTROPHIC RELEASE FROM PROPANE. THIS INVOLVES THE RELEASE OF 113,526 LBS OF PROPANE. UNDER WORST CASE WEATHER, THE MAXIMUM DISTANCE OF POINT .32 MILES WAS OBTAINED CONRESPONDING TO A FLAMMABLE END POINT OF ONE PSI OVERPRESSURE. THE ALTERNATIVE RELEASE SUBMITTED FOR PROGRAM 2 INVOLVES THE RELEASE OF PROPANE RESULTING IN A VAPOR CLOUD FIRE. IN THIS SCENARIO 280 LBS. OF PROPANE RELEASE IN 10 MINUTES. THE RELEASE IS CONTROLLED BY ACTIVE MITIGATION CONTOLLING THE DISTANCE TO END POINT TO .06 MILES. 4. THE GENERAL ACCIDENTAL RELEASE PREVENTION: OUR FACILITY HAS TAKEN ALL THE NECESSARY STEPS TO COMPLY WITH 40 CFR PART 68. THIS FACILITY WAS DESIGNED AND CONSTRUCTED WITH ACCORDANCE WITH NFPA 58 92 EDITION AND CALIFORNIA TITLE 8. SAFETY INFORMATION: WILDHORSE PROPANE MAINTAINS A WRITTEN RECORD OF OUR SAFETY INFORMATION.WHICH DISCRIBES OUR DISTRIBUTION FACILITY HAZARD REVIEW: A CHECK LIST WAS USED TO CARRY OUT THE HAZARD REVIEW AT OUR FACILITY THE REVI EW FOCUSED ON OPERATING PROCEDURES, EQUIPMENT FUNCTIONS, AND HANDLING PRACTICES TO IDENTIFY POSSIBLE HAZARDS. OPERATING PROCEDURES: WILDHORSE PROPANE MAINTAINS WRITTEN OPERATING PROCEDURES. THE PROCEDURES ADDRESSES VARIOUS MODES OF OPERATIONS SUCH AS NORMAL OPERATION AND EMERGENCY SHUT DOWN. THIS INFORMATION IS REVIEWED EVERY YEAR. TRAINING: WILDHORSE PROPANE UTILIZES THE CETP TRAINING AS OUT LINED BY NPGA. AND ALSO WE PERFORM ON THE JOB TRAINING. MAINTENANCE: WILDHORSE PROPANE CARRIES OUT MAINTENANCE CHECKS ON PROCESS EQUIPMENT TO ENSURE PROPER FUNCTION. ANY EQUIPMENT DEFICIENCIES THAT ARE REPORTED, ARE CORRECTED IN A SAFE AND TIMELY MANNER. COMPLIANCE AUDITS: AUDITS ARE CARRIED OUT EVERY THREE YEARS AS REQUIRED BY THE STATE. OSHA DEPARTMENT AND ON AN ANNUAL BASIS BY THE LOCAL FIRE DEPT. INCIDENT INVESTIGATION: ARE PROMPTLY REVIEWED, TO IDENTIFY THE SITUATION LEADING TO THE INCIDENT. ALL REPORTS ARE RETAINED FOR FIVE YEARS. 5.
